The Conference of Heads of Government, at its 22nd Meeting, in July 2001, established a Regional Task Force on Crime and Security to identify, analyse and recommend a way forward in dealing with the fundamental causes of Crime and Security threats in the region. The recommendations of the Task Force for a Regional Action Agenda and a new regional framework for the development and management of Crime and Security issues were endorsed. The establishment of the framework was approved in July 2005 at the 26th session of the Conference of Heads of Government.
